Most instruments used in an orchestra react sensible (pitch-wise) to 
playing style, so the orchestra constantly tunes itself. So there is
no real scale built into most of the instruments. 

This is true for bowed string instruments, woodwinds, brass. A piano
has a fixed tuning, an organ has, a cembalo, a harp.
