No, it says it's only for global parameters.

If you don't already have 1.40.12, I suppose 1.40.13 might be worth it.

Try using MIDI-Ox with 128 buffers of size 2350 bytes (the size of one 
patch) ... it also worked for me with 2048 byte buffers.
