That's probably because the envelope you use is sensitive to 
velocity and/or keynote number. Check it's Dyn page.

Okay, this is what I tried with success:

1. Create the init program (with Program, NewPrg, Store).

2. Turn down Osc2 level in PreFilterMix (we'll be focussing 
on Osc1 here).

3. Disable Mod1 of Osc1 (we want a fresh new Mod).

4. Using Mod2 of Osc1, mod Lfo2 to Frequency, using a level 
of 1.51 and zero offset.

5. Set Lfo2 rate to 1.5 Hz. This is the end frequency, when 
the freq drop is completed. Change to taste (as with all 
other values). 

You should now hear the LFO'd tone. Next, the modding of the 
LFO freq using Env1.

6. In Env1, disable (zero) D2 time and R1 time. We want a 
simple ADSR envelope.

7. In Env1, set Attack time fast (2), D1 time to about 2 
secs and R2 time to about 8 seconds. D1 time is the 
frequency drop pre-delay, R2 time is the actual drop curve.

8. Set Env1 mode to FreeRun (it's in the Trig page), to make 
sure that the envelope is running its cycle, ignorig 
keypress or sustain pedal.

9. Now go to Lfo2 again and mod its frequency with Env1. I'm 
using a level of 10.0 (to make my case) and zero offset.

That should do it.
To chage the start LFO freq, change the level in step 9. 
To change the end LFO freq, change the freq in step 5.
To change the freq drop delay, change the D1 time in step 7.
To change the freq drop time, change the R2 time in step 7.
To change the LFO intensity, change the level in step 4.
