I'm guessing its either that
the negative settings invert the phase of the all of the outputs of F1, so that different combined filter responses can be obtained when the output of F1 is mixed with the out of F2 when the filters are in parallel,
or (more likely) that the negative settings are just as silent as a zero setting, but allow for more headroom before maxing out when multiple sources are used to control the output level of F1 (for example if an envelope plus a triangle LFO are modulating F1 output level, but the total effect is clipping and maxing out, so that the LFO sounds more like a square wave, if you set the F1 level to a negative number, you'll lower the total level and thus stop the clipping and the LFO sounds triangle again.)
