Most likely. However: real-time applications like MIDI sequencers don't necessarily run better on preemptive multitasking systems like unix. Even Mac OS X (which is basically unix with an advanced gui) has a hardware abstraction layer and special OS services for MIDI and audio stuff. Without that, it probably wouldn't be the great audio plaform it is now.

I suppose it depends on the unix flavour and the hardware if you'll be able to run a sequencer with any degree of accuracy. Bottom line, opting for Windows 3.11 might not be such a bad idea...
