The tracking generator translates its input to a max of 16 
different output levels. It can be used e.g. to quantize a 
smooth input (e.g. an sine LFO signal) to max 16 concrete 
note levels, or filter frequency levels (as in this case).

I think that's LFO2 modding the VCA pan level (press the mod 
button in the Voice Mix module on the far right). The LFO2 
frequency is modded by LFO3 again, which accounts for the 
speeding up and slowing down. If you switch off this mod 
(the one in the Voice Mix section), the speeding up/slowing 
down thing is gone.
