Well, it's more of a MIDI thing than an Andro issue.

I guess you will need a MIDI sequencer that actually 
supports NRPN editing. Maybe your's does, but you haven't 
told it so. The big difference is that NRPN values take two 
data bytes, while most of the other edits take only one 
data byte (CCs). Pitch bends however also take two data 
bytes, and most sequencers can deal with that. NRPNs are 
just a little more complex. Check your sequencer's manual.
