Chris, yes the unit must be on to get MIDI thru.  This is standard and in
fact is in the MIDI spec I believe.  The reason is that MIDI THRU is
actually a buffered version of the received signal.  That is, it's not
simply passed through, it's re-transmitted to strengthen the signal.
